The regulator revealed a quarter of consumers (26 per cent) were not getting the speed they expected.
According to its analysis, the average claimed connection speed was 7.1 Mbps but users were only receiving data at 4.1 Mbps.
By working with technical partner SamKnows and market research agency GfK, the regulator revealed that the majority of customers were happy with their internet service, although connection speeds "varied widely".
The fastest service is currently provided by Virgin Media, thanks to its fibre-optic cable connections.
