The use of traditional and digital platforms by local media will contribute to reinvigorate a battered sector, according to Jeremy Hunt, the secretary of state for culture, Olympics, media and sport.
"I want us to be the first country in the world that allows what is a dying industry to become one of the most ambitious, successful and profitable media sectors in the world," Mr Hunt said.
The implementation of digital platforms is a topic that could be taught in IT training.
Mr Hunt went on to say that the legal framework for local media "needs an overhaul" to help in reviving the sector post-recession.
He also said the government is looking at alternatives to boost a new generation of cross-platform multimedia news outlets in local areas in the UK.
Mr Hunt said that in doing so local news outlets will be able to follow their customers across different platforms, whether on the radio or an iPad.
