Those unaware of the real value of technology must be made aware of its benefits, according to BCS, the Chartered Institute for IT.
"The challenge for the IT community is to take that on as a challenge how do we get people savvier about the value and benefits?" said a BCS spokeswoman.
She also said that people not knowing about IT should not be dismissed as "ignorance". She went on to say that "a complex mix of things ranging from access to antipathy" is to blame for almost a quarter of the UK believing that technology had failed to improve their lives.
Her views followed research published by BCS which suggested most of the UK is not experiencing the full benefits of the modern, information-driven era.
Separately, a poll by Zogby and ScoopDaily revealed almost a third of Americans believed there would be greater technological advances by 2010.
