Technical breakthroughs are posing challenges to the control over content reproduction despite government efforts to regulate it, according to Dr Jeremy Silver.
He said that the recent introduction of regulation through the Digital Economy Act is "aimed at trying to retain that control and to try to continue to enforce it," but technological progression "continues to actually erode it".
Dr Silver went on to say that people should now recognize that content will move freely around digital networks, use of which is potentially taught in IT training.
Dr Silver was speaking at the Westminster eForum keynote seminar: Filesharing, copyright and the digital consumer, which took place at Congress Centre in London earlier this week.
Separately, according to a survey conducted by market research firm Harris Interactive, usage of web-based, non-P2P (Peer-to-Peer) methods of downloading music illegally are growing considerably.
