Ofcom 'must foster web neutrality'

Ofcom, the independent regulator and competition authority for the UK communications industries, must ensure it regulates against an Internet Service Providers (ISPs) tax or it could end up "placing tight restrictions on popular services and websites, such as Skype, YouTube and possibly even Google," according to Mark Jackson, editor in chief of ISPreview.co.uk.

Mr Jackson said in Britain the focus has been on video streaming services like the BBC's iPlayer, but he recalled how Cesar Alierta , president of the Spanish telecommunications company Telefonica, recently suggested that even Google should be made to pay.

He went on to say that many people would find such an idea to be "utterly absurd." He said that if people started attacking such crucial websites there would be no end. He wondered whether everybody one day would need to pay some kind of ISP tax just to have some visibility online.

Separately, according to figures published by networking provider Cisco, the global online video community is expected to include more than one billion users by the end of this year.

Knowledge of ISPs is a topic that could be taught in IT training.
