Record labels should look at alternative measures to tackle illegal music downloading, according to Nigel Sachdev, managing director of online music community Stereoboard.com.
"It's time for the industry to put away the stick and bring out the carrot," he argued, explaining that companies must convince people that paying for music is "the right thing to do".
According to Mr Sachdev, privacy will carry on thriving "for years to come" because "it is ingrained in the psyche and is perceived as an OK thing to do" by consumers.
"Industry or governmental measures will never kill piracy completely," he said.
Mr Sachdev views emerged after recent figures published by dance music website Data Transmission showed that more than three-quarters of those working in the UK dance music industry believe that they have been adversely affected by piracy.
Just over half of 200 record label managers, public relations agents, producers, artists and promotional companies surveyed said they supported the "three strikes" rule that would see users who persistently illegally download content disconnected.
