The government must act to end the digital divide and guarantee access to the internet for all, according to an IT training course provider.
The comments from internet access agency UK online centres follow the publication of new research by internet payments service PayPal, which found 94 per cent of those living in the countryside shop online.
Helen Milner, managing director for the training provider, noted that web users "rate their overall happiness and quality of life higher than non-users".
She explained that internet access can save people time, money and hassle - something which everyone should benefit from.
Ms Milner concluded by pointing to figures indicating that ten million Britons still remain offline and at a disadvantage compared to urban citizens.
