The coalition government is exploring possibilities of cuts in the IT sector while it also identifies new technology investment, said Bill McCluggage in a speech at the IT infrastructure event 360 IT earlier this week.
In the long run, the government's plan is to examine how ICT can "enable and empower savings and delivery of improved services through items," Mr McCluggage said.
He said that this will be achieved by analysing what new technologies can be offered into the business environment that allow an improved return on investment.
But he also said that the immediate goal is to reduce spending on information and communication technologies (ICT) and use this to give better services in the long run.
The current government has put in place "an ICT moratorium, a freeze, on all new ICT spend over £1 million" which came into force in May, the deputy government chief information officer said.
