The law is not enough to tackle piracy in the UK and the entertainment industry needs to address what consumers want to deal with it, according to Ernesto Van Der Sar, founder and editor-in-chief of TorrentFreak.
"Copyright infringement is against the law and the industry has plenty of means to enforce their rights. The real question that has to be asked is whether the entertainment industry does enough to tackle piracy," he said.
The expert went on to say that consumers are very prone to downloading content illegally.
Mr Van Der Sar also said that many users don't download ilegally because they don't have enough cash to pay for items but because of the offering available through legal means.
"Piracy is very much a market signal, showing the industry that people are missing something," he said.
His comments emerged as news reports stated sixty French net users could have their connections turned off for a month after ignoring letters telling them to stop infringing copyright.
They are the first to reach the end of the controversial process France operates as a way of tackling piracy.
