The UK's efforts to have the best broadband in Europe by 2015 should be not only about headline speeds but others aspects like use should be considered, according to Antony Walker, chief executive of the Broadband Stakeholder Group (BSG).
"It's not just simply about headline speeds, it's about the use, application and take up, confidence in the marketplace and so on", said Mr Walker of the BSG, a government broadband advisory group.
The government's strategy has set out "what they mean by 'best'," taking into account "availability, price, take up and competition" as well as speed, he added.
His remarks emerged as research findings published by In-Stat showed the primary market driver responsible for the growth of broadband subscribers continues to be the desire to access the internet with a high-speed connection.
Mr Walker described the UK government's objective as "ambitious" but he also warned that it will be "judged on its performance against that target".
The government plans to deliver a 'digital hub' in every community in the country, a pledge which is at the core of its £830 million strategy.
