European governments should open up wireless networks and deliver affordable broadband spectrum to support cloud computing, according to Microsoft general counsel.
"Continuity of access will encourage consumers to make greater use of cloud computing services and SMEs to focus more on developing new content and services," said Brad Smith.
In a speech on "Technology leadership in the 21st century: How cloud computing will change our world", Mr Smith urged Europe to set up a coherent legal framework that can be applied to the connected world, including the cloud, noting that conflicting and competing legislation within European countries and internationally have been hampering the delivery of cloud services.
In other news, cloud computing allows companies to keep operating despite severe weather conditions, according to Rob Lovell, chief executive at cloud computing platform provider ThinkGrid.
"It's very important for businesses to think about how they react to such things happening," he said.
