Global IT spending will rise in 2010 but the majority of IT budgets will remain flat, according to Ovum.
The analysts said that some chief information officers (CIOs) will see increases in budgets of between one and five per cent, but these figures did not represent a recovery, just an improvement on the bare minimum.
"Realistically, the numbers are more likely to reflect the effect of previously deep budget cuts during 2008 and the first half of 2009, which left many IT departments operating at 'bare-bones' capacity," said Ovum's Rhonda Ascierto.
According to Ovum, the number of CIOs who expected budgets to remain at the same levels rose slightly to 42 per cent.
In other news, most IT workers would not turn to their managers for help, a new survey by the Chartered Management Institute and the British Library has found.
Fourty-two per cent of those asked said they do not want to bother their manager, while 28 per cent are scared of looking incompetent and 18 per cent of being judged for being unsure what to do.
