Don't cut off illegal file-sharers but fine them, says BT boss

Illegal file-sharers should be fined instead of having their accounts suspended, according to the head of the UK's biggest telecoms company.

"If someone is accused a fine can be issued, a bit like a speeding offence," British Telecom's chief executive Ian Livingston told BBC News.

"They can appeal it. If they don't appeal it then they pay a fine."

Mr Livingston is one of several leading industry figures, including individuals at companies such as Google and Facebook, who have written to the Financial Times calling for changes to the Digital Economy Bill.

The bill, which has been welcomed by the music industry, is seen as a weapon in the fight against illegal downloading.

In other news, in the first file-sharing piracy case to reach the courts, an Australian judge has ruled than an internet service provider (ISP) is not responsible for policing the internet for illegal downloading.

Australian ISP IiNet was taken to court by a group of copyright holders claiming that it should have stopped illegal downloading on its networks.
