The digital economy bill is "fundamentally flawed", according to Peter Brett of Pirate Party UK, a political group campaigning for significant reform in copyright law.
Speaking at last month's Stop Disconnection Demo, a protest against internet disconnection and online censorship, Mr Brett said the bill will not hold up as a law because it reduces internet access instead of defending it.
He urged the UK government to "give us a piece of legislation to actually reflect the conclusions of the Digital Britain report".
According to Mr Brett, the proposed digital action plan reflected the significance of internet access in the 21st century. He added, however, that access "needs to be protected, not increasingly restricted".
Late last month, the department for business, skills and innovation added a new clause into the digital economy bill in an attempt to address worries over proposals allowing it to stop access to websites and cut off internet users that infringe copyright.
