IT training is in the spotlight following the launch of a consultation on workplace training by the government.
The request comes on the back of calls from John Denham, secretary of state for innovation, universities and skills, for businesses to allow employees to ask for training.
However, the Federation of Small Businesses (FSB) believes that while the government's efforts are commendable, the final say on training should remain with employers.
It also argued that more could be done by the state to assist small businesses in getting existing training courses accredited.
"At the moment the process is too expensive and too bureaucratic for many small businesses to cope with," said Colin Willman, chairman of education and skills at the FSB.
"The vast majority of businesses do not have an HR department to handle these issues."
Last year, the FSB urged the government to crack down harder on e-crime following research that showed only 18 per cent of small businesses are selling their goods online.
